Special Service Area Commission
SSA #7 is governed by five SSA Commissioners from the Kedzie Tract who are appointed by the Mayor of Chicago. They are responsible for approving the SSA’s annual budget and work plan, and verifying that the work is done according to plan. The Commission protects the property owners’ interests, ensuring that their tax dollars are spent for needed services.
SSA #7 holds three to four meetings per year to discuss official business. These meetings are open to the public and Kedzie Tract property owners are especially encouraged to attend.
Service Provider
The SSA Commission also is responsible for selecting a Service Provider each year, a nonprofit organization charged with managing the SSA. For SSA #7, the Service Provider is the Kedzie Tract Industrial Association (KTIA).
KTIA was incorporated in March 1977 to address the common concerns of the Kedzie Tract business owners, and is credited for first establishing Kedzie Industrial Tract as an SSA. One of its greatest successes was rebuilding Kedzie Tract’s entire infrastructure using the SSA’s tax authority to leverage a $1.3 million tax-exempt bond to complete the $3 million project. As an additional bonus, because of these infrastructure improvements, the City agreed to make the industrial park’s streets public – making them eligible for City services, like snow plowing and future street resurfacing.
KTIA has a Board of Directors (consisting of four to five board members) that meets regularly to discuss KTIA business. Once a year it holds an all member association meeting to elect new Board Officers. All property and business owners within the SSA #7 boundaries are members of the association,
Executive Director
KTIA contracts with a management company that serves as its Executive Director. The Executive Director reports to the KTIA Board of Directors and is the KTIA representative to the SSA Commission.
The Executive Director handles the day-to-day management of the Kedzie Tract Special Service Area. This includes preparing budgets and financial and service delivery reports for the KTIA Board of Directors and the SSA Commission, negotiating contracts with subcontracted service providers, serving as liaison to the City of Chicago, handling invoices and payments, working with security and snow removal personnel, and communicating with all property and business owners.
